You are absolutely right that no one should ever write an application where the ids are created by the user rather than automatically assigned by the database. However, I have seen this kind of thing in legacy applications. Ideally, no application should allow a POST to include an id created by the user, but if you find one that does, you should at least make sure that the id is validated in some way.
